A Gay guy wanting to know the right time to lay all my cards out for a guy I really care for?

I always get thrown into the Friend category with guys that I have alot of Chemistry with. I am a believer in the ladder theory, which is designed to show how girls brains work, but can also apply to men. The theory itself is generic and stereotypical, however, I found it personally to be somewhat correct. It could be that the guys have higher standards, and you don't fill their quota, or it could actually be that you took to long before you make your move and you hence got into the 'friend' stage. The key is timing. Another possibility is that they have their eyes on a different prize, and they glance over the obvious choice which is probably a better choice at that. You were probably already a friend to them to begin with, so when you tried to jump ships, you might not have made it all the way onto the other one that he reserves for people he would date. When is the timing right to put all my feelings out for a guy. I don't wanna do it too soon or continue to wait too late and be in friend zone like I have in the past.
