Thermo Electric Conductors?

I want to use a pfitzer chip to move heat from location a to location b. The way it should work is I place chip A at location a. Then have wires that connect chip A and chip B. Then place chip B at location B. When I try this chip B seems to get cold. It should get cold on 1 side and hot on the other side. But it seems to be getting cold on both sides. Then I move chip A away from heat source and chip A still seems to get hotter for a time.
