What temperature should my thermosat open and fan come on?

I drive a 1994 VW Golf CL. 1.8L Motor. I just had the Thermostat replaced and thermo switch for the fan replaced. I still notice the car tends to run hotter than it used to (Roughly somewhere in the high 90 degrees Celcius). The thermostat does not seem to open until the temp is near 100 and the fan as well. I used to have another similar VW and the car's normal running temp was closer to 90....
