Is this normal for heating a Leopard Gecko Cage?

Ok I'll be getting my Leo tomorrow but I want everything to be just right when I bring him/her home. I have a UTH and a thermostat to control and measure the temp. I set the thermo to 92* and it reads 92*. The problem is, my cage doesn't feel all that hot and the tile I'm using feels mildly warm. Can anyone help?
